Just looking a pic the gentleman who bought my 94 ss, the charcoal line (third one pass side on top of tank) was off when he pulled the tank down, would this cause a no start issue? I thought it would at least cause a CE light.

That would be the vent line.
It should cause a CEL (evap system) Like when the gas cap is off.
If its plugged elsewhere the system wouldnt KNOW it was disconnected
