I put duals on my 9c1 4.3 now it's surging

So here's what happened I only bought this car in December and as soon as I got it the blower motor quit,
So I work out of town so I figure what ever I'll get it fixed at one of the local muffler shops while I'm gone and get them to put a nice tight exhaust system on to replace that ugly stock pipe with the second silencer hanging down off the back fender

So I get it home runs good but surges a little at idle but not always then ran good for two weeks.
Flash to yesterday, I'm going through town go to park and when I put it in park it revs up to 3kor so for a few seconds then idles fine but when in gear it's ideled up and pulls forward on the brake a little.
Now if I'm in park or nuetral and it ideling normal it stalls when I put it in gear unless I giver on the throttle

And just so you know the system I had made is 2.5" straight duals no cats cause in Canada you don't need them to knock off flowasters.

Just wondering if you think it's exhaust related also some told me that I might need to have it reprogrammed? And then some one else told me it would take some time but the car would relearn how to run the nEw exhaust, is that true or just stupid?

When you removed the cats you messed up the rear O2 sensors being able to read clean exhaust causing the PCM to make the engine run lean thinking it's getting too much fuel. You need to put cats in it or reprogram the PCM.

Only 96's have this issue.

Is getting a reprogram expensive? Also any ideas on how to find someone to do it?

Hey toomanytoyz do you know why only 96 has these issues because I'm not getting an o2 code on the car and I had a couple techs say that curing the cats off shouldn't be causing this problem
but the car is getting worse

Some correct me if I'm wrong, but aren't the rear O2's strictly to tell the PCM if the cats are working? My 9C1 has sims on he rear because the cats are gutted. Regular sensors just throw a CEL sayinh "catalyst efficiency is below threshold".
I know that having a bad front O2 will cause the car to run like total garbage. My Caprice wagon did that but only threw a code for a failed sensor after a ton of driving with it like that. Did the 4.3 have dual front sensors from the factory?

Not sure about how many It had stock but was pretty sure they went back in I'm goin to go take a look to see how many I can find

PROBLEM SEEMS SOLVED
So we got a foot of snow 2 nights ago and with the high idle issues that have plauged me as of late I'd put my car in gear and the tires imedetely shoot to 15 mph, so there was no feathering the throttle it would just stall, so eventually and inevitably I got stuck came off the drive way blah blah blah blah.
So we're pulling me out /hooking it up and I get in the car and the engine temp is WAY up but no electric fans going hmmmmmmm I thought well I guess the coolant temp sensor is gone.( I know enough to figure that out lol) so i call a buddy asked him to pick up the sensor for me and filled him in on my issues, he says to me well maybe that is part of the issue because if the temp sensor doesn't read the motor coming to temp it won't start reading the o2 sensors. (now I'm learning!) changed the sensor added some anti freeze changed the air filter, runs like a dream! Cost 40 bucks with the air filter.

Good job finding that one. I never had one go bad myself, but I do at times have a loose connection to the one in my Caprice. Now that I think of it it does cause it to just about stall when it open circuits.

My coolant temp sensors always break where the connector plugs in. I just bend the pins away from each other ad that holds the connector on good enough
