Sputtering/Surging with A/C on Empty

Had the wagon on the pike and when I turned on the ac the car shuddered a bit and afterward felt like it was surging. Any ideas? I went to the google nets but couldn't see anything Caprice specific but a few possible issues were the IAC or the freon level was low so was causing the compressor to cycle more thus drawing more engine power.

Does it act normal sitting in the driveway with the AC on?
