It just means it was the only one built that exact way with the options and colors it has for that year. There could be 100,000 made exactly like yours except for one option, making it 1 of 1.

i understand that, it seems in this modern age that would be increasingly difficult if not impossible to have a"uniquely" optioned car

It's not bullshit. Like he said if you have the exact same options as another car but one of your options is different it still makes your car unique and 1 of 1. Of course that doesn't mean that in 1996 there wasn't one made EXACTLY like yours. My 94 Caprice is "1 of 1". That doesn't mean that in 95 they didn't make one identical to mine.

Did you ever run an Impala VIN?
How many POSSIBLE options could you have?

Never did run an Impala VIN. But the fact is, some cars were ordered uniquely. I did however run my pos '97 olds 88 and it was 1 of like 200+. My van is 1 of 20 something and so was my 95 88. Both my van and 88 have low production color combinations. So, I believe that site to be accurate.

I'm sure there's some real math involved, everything just seems way to unique considering the production numbers. Perhaps bullshyt wasnt quite the right word.
