driver side windows work , but not the passenger side windows. could it be the window motor or switch?

Very easy to check. Pull both rear switches and switch them. You can pry them gently out of the door panel and unlpug without taking the door panel off. I have had to do this before for that very reason. This will at least tell you if it is the switches or not.
Also could be a common ground.

i guess its not the switches i just checked and that side still dusnt work

if i buy a window motor does it come with the regulator or they are seperate parts?

Do you mean the motor and drive gear or the entire regulator mechanism that moves the window up and down?
You should just need the motor and gear, they are available from most parts stores and should have a lifetime warranty. I have never replaced a window motor but I have done the rollers on my car so I have no idea what is involved with changing the motor. I do know the space inside the door is very limited and there are some sharp edges inside the door too. I would advise gloves at the very least, if not you could come out looking like you were sparing with a cat or three.

yea i was told by Pep Boys it was the regulator .. but then again it could be the motor because he tol me not to roll the windown down

So when you push the window button from the door panel switch or master switch do you hear the motor turning?
If you hear the motor turning but the window doesn't move then all you should need is the gear.
If the motor doesn't turn then you will need the motor, sometimes they come with the gear and sometimes they are sold separately depending on the manufacturer.

The gear is a plastic gear that has an internal clutch and they do go bad. Many people confuse the gear and the regulator. The regulator is the entire mechanism that moves the window up and down, being driven by either a motor with a gear on it or an old fashioned crank.
The motor still needs to come out to replace the gear, if I remember right from my days behind the parts counter the original motor may be riveted on the door but the replacement motor should come with the bolts to replace the rivets.
