Sounds like the little door is stuck open allowing the operating temp in. Do you have everything on the control panel switched to OFF, LOW, and COLD? A tiny bit of digging to get to it.

Might as well flush or replace your core while your there if you want. It's spring time, spring cleaning maybe. Besides, it'll save you the trouble later on and you won't lose sleep by NOT doing it.

yes with everything off I still get some heat. Heat when sent to 60. By little door do you mean the actuator on the drivers side or am I looking for something else? I have the Hayes book, however it is limited in the areas that I'm working on here. Basketball

Yes that's what I mean. Ditch that crap book and buy the factory service manual set on eBay $50+/-. Best thing I ever bought for my 96.

I found the actuator, by the glove box. I haven't got a chance to see if it moves. There's only one actuator though right?! I work at a school and they have a program Mitchell something and it gives you an electronic run down on problems. I also got the codes for the automatic unit that will give you a self diagnosis too. Have you done that using the temperature unit? It is essentially a code reader and a automatic temp. I'm sure you all know this and I read it a while ago. Have you done that? Any tips for success in trouble shooting? I am planning on getting to this next week, depending on the multiple variables, weather, kids, wife, etc....

I've got a "no option" 9C1 man. All that diag via head unit stuff is foreign to me. I do believe its just the one door.

Thanks. It is a bit much. I'll let you know how it goes as I get into it next week. Any thoughts on good replacement actuators? Places/prices... I saw some on ebay.

Honestly, I've never had one go bad. So I've never looked. Maybe someone who has will chime in.

Check the vacuum manifold under the glove box, I had a problem with no heat and it would only blow in one direction. It ended up being that manifold leaking air.

Have you flushed the heater core ?
9 times out of 10 it's the problem.

Dexcool sludge. Google it up. My '96 Roadmaster came from Florida, where the heater was apparently seldomly used. Cool air from vents, no matter the settings. Every now and then a little wisp of warm air, then nothing. Diaged low flow/blockage with infrared thermoter gun. Flushed and back flushed every heater hose, the heater core and the block (Radiator was evidently OK) with a pressure washer, being careful not to apply full pressure. Refilled with proper mix of brand name ethylene glycol....and voila! Problem solved. Might work for you. Good luck.

The actuator was pulled, it doesn't move... I am going to flush heater core this "summer" if it ever comes? Would that be the reason that my car also only reads 25% when its warmed up? Or is that more likely to be a faulty thermostat.

FYI, here's a "glove box" guide I put together with all the info from the SS forum among other places on getting the codes and what they mean:
http://ex-vtc.gotdns.com/downloads/Roadmaster_HVAC.pdf

Also, IIRC the blend actuator is hard to move by hand even when good. Did you try pulling the battery cable off a few minutes to let the unit reset itself? The first time it's powered on it calibrates the door and often fixes issues like this. Once you reconnect the battery turn the ignition on and don't touch the climate control until you see the fan speed indicator come on. You should also be able to hear the door moving while its calibrating.

pulled the actuator, and it doesn't move. I have long arms, so I'll just reach and turn to adjust.....Just kidding I've ordered a "new" one. We'll se if this works. However the heat is lowish, so I am going to look to flush the heater core. Also the thermostat could use a look?!
