As I remember those are like a 3rd & 4th gen f-body (3 link with a torque arm), uni-body. That could be the nail in the coffin right there, hence the asking price.

Not so much abused as neglected. All the issues I see are fairly common ones that were just not fixed....Ripped seat covers, faded bumpers, chipped spoiler, etc.

The seller says he does not know the brand of those headers:
They are Gen-1 Tri-Y (ceramic coated) made by Dan Ferraro, owner of Clear Image Automotive.
If this car were a true WX3, the price would seem more reasonable.
At least the door jambs & firewall are painted black, possibly a black 9C1 from the git, or an expensive & proper re-paint.
I wonder if this guy, or the previous owner/builder is on the big forum.

Dan came out with his new Gen-2 Tri-Y headers (3-into-2-into-1), which are much cleaner and with way fewer weld seams.
Mine are supposed to be here already, Dan is coating them with ultra hi-temp ceramic satin black.
For my 96 WX3, I've got a set of his Stainless Steel (4-into-1) race headers, with a full stainless system to the tail pipe, from him with V-Clamps instead of "ball & socket" connections.

It's silly that there are STILL people eluding to some "fact" that a Caprice cannot possibly be sold for the price of an Impala. Come on now?
Don't bring us back 10 years with all the caprice hater impala owners.
Given what a MA state trooper car would look like after service, the 9C1 posted above is an excellent buy. I'm sure you could get the price down a tad. But, nonetheless, I'd rather pay $7,500 for a modded caprice than $7,500 for a stock impala.
Hands down.

That black Caprice is awesome! I'd love to have something like that. Lot of unusual modifications on there you don't see every day.
I'd still rather an SS though as they are faster and get you out of speeding tickets. Especially the green ones.

Having one of each, (both 96s) the 9C1 seems to be a slight bit more high performance yet spartan, the WX3 a bit more luxurious.
I only mention price with respect to what they sell for in all markets, if in identical condition.
Look at what your ins.co. values them at, what they will pay out to you in a total loss, or how easily you can get your price if a fast sale becomes necessary.
...
You are preaching to the choir here if you think I believe the higher prices paid for WX3s are universally justified.
There are basically three issues: 1) economics (calculative) - if you were a car dealer or collector (for business), which one is a better investment? 2) qualitative (objective) analysis - which car is measurably better in various parameters? 3) personal (subjective) preferences - which one best floats your boat?
There's a very good reason why most 9C1s wound up as taxi cabs and probably no WX3s ever did.

In light of recent events, I found this on Craigslist. 1990 OCC good start, but a little heavy on the asking price.
